Perhaps the solution is old, but it seems to work even to this day:
instead of handing France £54m... (which is just funny considering brexit) perhaps just offer the homeless of the UK free egg and cress sandwiches and flasks of tea if they camp on the beaches of the south coast and bang those sticks morris dancers use, when they see a migrant boat approaching.
