it can mean both.
it's also a great word to use incorrectly. Such as:
• I blurbed my pants!
• I just stepped in some blurb!
• Blurb me sideways and call me Susan.
• Keep blurbing - I'm almost there.
• Blurbarific!!!blUrB,
