Waco, TX.I grew up in Dallas, and I can't emphasize how unprepared Texas always is for any amount of snow or ice. People are without power, being told not to use electric heaters, and putting their groceries outside because their refrigerators are off. Crazy cold snap. https://www.nytimes.com/2021/02/…
