The reason why Customs and Border Protection was able to charge into Portland with wanton disregard for civil liberties is due to the fact that Portland lies within 100 miles of our coasts and borders, where CBP can search and detain people with broad authority. Two-thirds of Americans live within 100 miles of our coasts and borders.
