Depends on your service provider... I'm using GPRS data service on Vodafone UK. It's around 30-56k speed I think).
There is no charge for time online with GPRS data.. Only charge is a set rate per MB (around £2.35/MB), no matter how long you are online (you could stay online permanently at no extra charge).
Voice calls can still come through (data transfer stops during the call and resumes afterwards I think).
GPRS is part of the Vodafone services (thats the only choice they give you), so there is no ISP number to enter, just their own GPRS network settings.
You can of course also use the phone via Bluetooth to make a normal GSM call to any dial-up ISP, but thats slow (9.6k), and probably ends up more expensive...
