@utopian to answer your question about mobile rankings specifically the first thing to do is figure out what triggers personalised search results on mobile devices.
Look at google search console and apply filters to find impressions and clicks for queries based on location etc data. then you can work towards optimising these pages for the queries triggering clicks. Don't forget to link to these pages from local sources.
Using the same data you can optimise your local listings. again don't forget citations.
