I live in LA and you need to register with the city, get a business tax registration certificate and pay tax to the City of LA (in addition to the State and the Federal Gov't) if you make something like over $4grand/year as a freelancer/contractor.
I registered and paid tax (and rudely got lectured at!) at City Hall in downtown, LA.
