Looks like a Bjarke Ingels project..
Most likely they use Rhino for 3d modelling + VRay for rendering and then add arrows, text and such in Illustrator.
The trick is to find the right soft-shadow settings in vray, render it and add a wireframe line-drawing from the same view on top of that rendering in illustrator.You could also use sketchup , but you would need an external rendering software like vray as well. You might find some free alternatives online.

- absolutely ... Twilight is good for $99. It has biased and unbiased settings, and allows for environmental light as well as artificial lights (.ies and custom).monospaced
