A businesses primary function is to make money providing a service. it can't exist other wise. I think if you find any agency saying otherwise as a primary factor is full of shit. Agency being a collective value has little significance though. Join my agency where the motto is getting paid first, after that hopefully on exciting problem solving work that provides a nice entertainative(is that a word?) value to the customers clients. Clients aren't just clients but vehicles to move your desires in their interests. Not theirs unless you need the money. There is no best practices, there is only adaptation, experiments and growth. But I can say that because there is no collective we just me.
For your query on purpose driven agencies I say I have never seen such a thing or expect it.
