  From what I've read, Lochte made up the story of getting robbed after he and his friends showed up at a gas station in a taxi and proceeded to trash the bathroom, break a soap dispenser, and piss all over the place. The gas station owner made them cough up cash to pay for the damages.
  

  
  Just after his flight departed, a judge in Brazil ordered that his passport be confiscated, so that he could be held accountable for what he did. The entire episode is seen especially offensive to Cariocans (ppl from Rio), who believe richer westerners see their country as a place they can piss all over and lie to the police and get away with it.
