i dont know about London, but in Montreal its not the case. Its the opposite. In old appartments, you can hear your neighbors talking, their tv, etc. In the new buildings, this is super well isolated.The problem with my neighbors over me are all the low frequency noises, like a foot thumping a floor, a drawers rolling and resonating in the wood of the furniture and banging closing it not delicately.
I never hear any tv, voices, radio and stuff like that, its really well isolated.
I dont walk in my condo the same way i walk outside.. when i walk inside, the tip of my toes hit the floor first, not the heel... And i never wear shoes inside. Basic stuff my neighbors dont understand.
