    Again we'd need to see the full HTML, which you're presumably unwilling to give, for whatever reason.

    Code snippet you've shared 'works' in that it's all clickable.

    Presumably whatever's causing the problem is unrelated to the posted code.

    So, Open Chrome/Firefox, move your mouse over the offending area, then click Inspect Element, or whatever, and trace through the stack 'til you find out what's going on.
