    as for where, it all depends on your budget, what you want out of a neighbourhood etc..

    if you have cash to burn and want to be where all the action is, Kreuzberg is your best bet.. Friedrichshain is also ok, depending on where you go..

    Neukölln is kind of hot right now with the hipsters..

    Mitte if you have more cash than sense and want to be in a clean neighbourhood surrounded by tourists.

    Prenzlauerberg is ok.. lots of young families.. no cool bars really

    Wedding.. depending on where, it has its moments..

    my advice, try and get something within walking distance to the U8 train line .. between Pankestr and Hermannplatz
