if you really have to do it (but that is in the WORST case scenario), make a contract in which they will take responsibility for the sites layout.. you should avoid getting sued yourself.
but making a better proposal (could be a simple mockup in PS, as said before) is what we, designers, are here for.
to come up with ideas, and that's what we are paid for.
