cant 'really' help you out on your question but here is all i know about it.
munsel system: a system of color notation based on three responses of the human eye to color (the perception of hue, value and chroma)
The system has been widely used and generally approved since its introduction by Albert F. Munsell in 1915, and in recent years certain faults in the spacing of colors have been observed and work has been done toward correcting them and improving the system.

if youve got freehand, but dont want to/cant use it for doing the work... well, try this... then bring the munsell colour into illy or p/shop via an eps or whatever. might work.

To add colors from a color-matching system library or custom color library:

Click the Swatches panel Options menu control and do one of the following:Select a library from the Options pop-up menu.

In the Library dialog box, select colors that you want to add to the Swatches panel. Control-click (Windows) or Shift-click (Macintosh) to add multiple colors.3
Click OK--
