You said you did it using a CMS. I would create a maintenance contract (paid yearly or monthly / discount if paid yearly). Include in this contact CMS/Plug-In updates and X hours of updates per month. Present it as a package.
I do this now and it works fine for me. Any change is incremented in 15 minute blocks.
