It is all about access to a gun or weapon. If the access is limited, it is not very likely that the weapon will be involved in a situation. Also if it is not very likely that a criminal will find himself in a situation where he is confronted with a gun, he will have less incentive to walk around with a gun himself.
In the case of the guy who shot the teacher, if he hadn't had easy access to a gun, it would have been less likely he would have stepped to the teacher with a gun.
