i sat down last night with my trusty copy of vi with the intention of picking apart your markup...but alas, i fell asleep with laptop in hand.
try leaving out the "target" elements out. modern, compliant browsers don't respond to "target" and always open links in the exisiting frame/window.
that could be the answer.
