Or companies that are looking for something specific and not finding it (or don't have the time) on regular ads.
They bring value for people that can use them.
Some pays, so generally they'll take a percentage of the prospect's salary/pay. They want it to be successful or they won't get paid, so there's incentive for them to find the right person.
