moon base wouldn't be useful for anything. Esp. not a launchpad to mars.
The international space station is designed exactly what a moon launch pad would, except without that pesky gravity (well, it's micro-gravity, but let's not be pedantic)
So I don't know what bush is doing. Maybe it will be his Siberia.
