    you don't need to buy anything extra to record audio/ video from a website. although with newer operating systems (i'm looking at you Win8) this feature is disabled and in most cases you'll need to grab an extra driver to enable it. (shoot me a msg and i'll help you out if this is the case.)

    Of course, depending on make and model (and this is referring to only PCs since Apple has a pretty tight grip on their OS but im sure it's doable with OSx) but if you use the 'Stereo Mix Channel' (in the RealTek High Definition Audio recording settings) that is basically your system sound output plug and anything you see or hear can be encoded into whatever format you want.

    as for software, if you're looking for a quick and free solution. Audacity is an open source, cross-platform recording and editing suit that has a plugin that can export to mp3. just switch your source channel to "Stereo Mix" and play the source video. the quality of audio/video will be whatever the source material is broadcasted at, cut/edit to your liking and export, done and done.
