Lets get basic here;
The word 'Fleece' refers to the coat of wool on a sheeps back, or similar animal.
It also means to defraud, or rip-off. For example: "That cunt just fleeced me, he sold me a computer that doesn't work"
Not sure where the word comes from but it probably has something to do with shearing sheep. Taking the wool off their back.
Fleece can also be used to describe a jumper/pullover. Which is what elvis costello is referring to in that song you mentioned (I think).
