I don't think the police are actively trying very hard to find him. There is nothing in it, he does like misdemeanor level vandalism. He isn't defacing valuable and important property or doing anything outright offensive. Also it would be really bad PR if they actually busted him and tried to charge him with something. It would be incredibly difficult legally anyway. They are just making it appear as if they are doing something about it to make it look like they are doing the right thing, basically using him for there own PR reasons.
