  I don't know... As far as the police are concerned, the dog was a threat the moment it leapt out of the car – long before it lunged. Like others have said, shooting it seemed extreme. Maybe they weren't properly equipped? Either way, they were idiotic for handcuffing the guy in the first place, so they're to blame. I didn't see or hear the guy do or say anything, so I don't see how his filming was provoking them. They basically wanted to show everyone on the block who's running shit. No one likes a bully.
