    Firstly, you should be able to video any and all police action. Period.
    Secondly, you shouldn't mouth off to police for any reason unless you are looking for them to hassle you (further).
    As far as letting the guy calm his own dog, you actually don't know how well behaved the dog is or isn't. i wouldn't want to wait for this guy (who has already shown himself as being at least at odds with police) to calm his dog down while it gnaws on my leg.
    If the guy was giving himself up, he shoulda made sure the dog was secure. When the dog acted up the police should have let him secure the dog (it's not like he was being arrested for any sort of violent or aggressive offense).
    No one is without blame here. But the police needed to act more like servants of the community than gestapo, so the larger porion of the blame falls on them.
