OK... let's be honest.... part of the CMS game in major agencies is "deliberate client lock-in" so that it becomes as hard as possible for the client to switch agencies once they've signed up with you, so you have NO INCENTIVE to use anything "off the shelf" and you're really, really under pressure to do something "unique" to win an award, to make it harder for client to switch,etc....
