Call them first to find out whom to send the proposal to. Then make a small PDF in which you introduce yourself and your project, add 10-20 low-res images with according texts. If you have your material already sorted, this shouldn’t take too long. Add a link in the PDF to someplace you’ve uploaded more photos (flickr or whatever suits you). Then write a nice e-mail. If they’re interested, they’ll get back to you. If not, you can use the PDF to approach other magazines. Another plus of a PDF is that they can print it out when discussing it.
I know from a german publishing house (design/ architecture / art / photography) that project proposals end up on the desk of a project manager who does some kind of pre selection. One day a week there is a meeting with the editor-in-chief where they discuss these proposals and further sort for promising stuff.
