RISD is not lacking in design at all. they have by far some of the best design departments in graphic design, architecture, and industrial design. Truly.
(I am a RISD grad, and always ready to give the school praise as it lives up to its reputation. I studied Fine Arts there, in Ceramics, then got a degree in graphic design after). A fine institution.
The location, Providence, isn't the swingest city, if thats what you are looking for, but it has some serious charm. The benefit is you are right between Boston (40 min train ride away), and NY (2 hr train ride). This provides great access to two totally different and amazing cities (not to say that (Providence hasn't got great things going for it (like the food!)).
There are lots of schools out there worth looking into. I can weigh in on RISD and only a few others with any real knowledge. But in terms of RISD, if you are looking for a great education, its a serious contender.
There are threads on here about schools and opinions, which includes RISD. In terms of schools, RISD is a conceptual school (as opposed to a more pragmatic school). Thats all I will say for now, if you have specific questions, feel free to ask or email me.
