well that's a funny question and I don't think there is a right or wrong answer, but you will need to have good design skills, back end integration using something like PHP, CFML or ASP or JSP tied in with either a MySQL or MS SQL DB for starters. Plus hosting concerns such as bandwidth and total space. :)
