i think its for using ads with your photos on the site and online not for using them in ads else where. the problem is that this effectively removes any possibility for photographers to get a cut of the ad revenue generated through their pics. With youtube anybody can make a really popular video and they will offer you a chance to monetize via ads but instagram is saying this type of arrangement won't happen. Seems cheap to me, photographers are getting dicked some more.
