if one was corrupt and was put in this position of power it doesnt matter if its successful. You can just report losses and funnel the money offshore easy.
Because its so much money it worth investigating. Because in some cases, not sure of others then Solyndra. if you give money to your friends, its probable cause for conspiracy and embezzlement. Investigation or damage control?
