Yes, in order to force Congress's hand in coming up with a deal on debt reduction, severe consequences were put in place, thinking that no self-respecting congressman who, at the very least, valued their job, would ever let it come down to those consequences. As is stated by the actual Sequestration Transparency Act that Breitbart (always a fair and balanced source, by the way) linked to :
"Sequestration is a blunt and indiscriminate instrument. It is not the respon­ sible way for our Nation to achieve deficit reduction. The President has already presented two proposals for balanced and comprehensive deficit reduction. It is time for Congress to act. Members of Congress should work together to produce a balanced plan that achieves at least the level of deficit reduction agreed to in the BCA that the President can sign to avoid sequestration. The Administration stands ready to work with Congress to get the job done."
