    "No ACTS OF TERROR will ever shake the resolve of this great nation...We will not waver in our commitment to see that justice is done for this terrible act."

    Pretty stupid thing to argue over, but it's obvious he did call it an act of terror. He said "justice will be done" so not referring to the original 9/11.
