    Was the fine you received in French? If so you can probably get around it.

    Article 6 of the European Convention on Human Rights guarantees everyone who has been charged with a criminal offence the following minimum rights: to be informed promptly in a language he/she understands about the accusation.

    That's what the internet tells me. Just claim you didn't understand any of it, figured it was junk mail and threw it away. To be honest though, if you want to go back I'd just bite the bullet and pay up.
