This same thing happened to me driving in the UK. I have a Canadian drivers license and got a UK speeding ticket. I could NOT pay the ticket because they couldn't assign a UK drivers license to the ticket. They were asking me to get a UK drivers license to pay the ticket?! I then had to wait for them to do a court summons so I could explain that i didn't have a UK license. It was only then that they voided the ticket.
