actually its not a conspiracy theory.
1993 world trade center bombing / USS Cole etc.
clinton tried to kill bin laden few times but missed.
clinton set up a bin laden task force with in the CIA which was quickly dismantled by Bush Jr.
I would blame bush for not continuing the investigative work and being too cozy with the bin laden family.
