I guess I see a digital designer as someone with a wider skillset outside of just making typical websites. They do things like create interactive CD ROMs (or at least design UIs for them), DVD menus, make commercials for websites using motion software, etc.. I think a web designer usually is just that alone. Flash, web design, thats about it.
I dont know if everyone sees it the same way. Thats just how I look at the 2 titles.
