I think iPhone is considered a "World" phone.
I was Europe last Autumn and my AT&T iPhone 4 would automatically connect to whatever local service there was in that country. The person I was with had an iPhone with Verizon, and their phone was not working at all. But I was receiving and making calls from/to the USA all the time. It worked perfectly without me having to do anything. There was no fee. If there was, it was so small that I didn't even notice it in my bill.
You should make sure with AT&T, as things change all the time.
