While i concur that additional gun laws won't stop those who have no qualms about breaking other laws, this guy wasn't a criminal until he started shooting.
This guy was planning to shoot 'em up and get away, as evidenced by his armor and the fact that he didn't off himself. He planned this act and took great steps to boobytrap his apartment. This guy thought about this. A lot.
My point is that placing more checkpoints and roadblocks in front of this guy may have changed the nature of his crime. Instead of having an assault rifle at the ready, he would have solely had to use a pistol or shotgun, both weapons with slower re-fire rates and (in the case of the pistol) less lethal rounds. And if he had also been prevented ready access to the pistol, he may have scrapped the act altogether or found a less lethal (in terms of numbers of injured/killed) weapon like a sword or a knife.
Saying that more gun laws won't have any effect is like saying that stricter gun laws are going to stop all gun deaths. Both statements are incredibly naive and short-sighted
