in your image the layers are selected, hence the bright purple.
first deselect the layers. Then if you click and drag in the timeline area, drawing a box around the desired keyframes they should turn yellow, BUT the purple layer bar should remain the same dark purple (showing it is not selected). Then ctrl+c > move playhead to desired location > ctrl+v.
