It does have a jail connection, but its not to do with sexual signalling, its emulating the look of jail pants, based on the fact that in jail you can't have a belt, or a tie cord, or braces, or anything else of that nature to hold your pants up, because those items can be put to nefarious use. So the generic-sized prison pants tend to fall down and have to be held up by clenching some material in a fist. This is also the basis of the walk. One arm swinging, one arm staying close, causing an asymmetric strut.
