  i thought about this too. He did give Fatty a headshot in the bar even though it was clear he was dead. And Rick was still strattling Shane's corpse when Carl walked up. If this IS what the CDC guy whispered, i would suspect that Rick may have been growing a little skeptical. He saw the guards at the failed Randall drop off and it reawoke that suspicion. So he was waiting for Shane to reanimate to see if it was true (rather than popping him in the head and never knowing for sure). But then Carl came by and distracted him.
