    The basis is that they / we are all infected. It takes you dying to bring it about. The zombies aren't spreading the infection, they are only killing the people.

    I believe this is what the doctor at the CDC whispered to Rick at the end of season 1... I could be wrong though, he could have told Rick that Lori was pregnant.
