the whole keystone thing is idiotic if you're buying in to the "obama stops jobs!" tactic. not only was it potentially environmentally disastrous, but the "make a decision in 60 days" addition to the house bill he had to sign was setting up exactly this press release field day for republicans.
it's complicated, and if you are just talking about him cowering to environmental supporters, that's not it at all. had the republicans not forced his hand to decide immediately, and let the decision be pushed back until after the election, he totally would have folded and gone for it as he's backed by corporate interests (just like every politician).
but this is all about headlines, not about policy.
