    "The failed vote was no surprise. Republicans have been vowing for months to oppose Cordray's confirmation -- or any nominee's confirmation -- until key changes are made at the agency. Among their demands: eliminating the director's position, creating an oversight board instead, and requiring the agency to get congressional approval of its budget versus permitting it to draw funds from the Federal Reserve."

    The budget thing seems like the only legit reason. But all those reasons could be seen as just ways to prevent the agency's work completely. No leader, decisions by committee and having to wait on a budget (and/or be limited by it) all result in slow or no progress.

    Once again, there is no black and white in this situation, just a bunch of children throwing fits because they're not getting their way
