In my experience, which I'll argue is considerable on this matter, the number of things at any given point in time that can make a site respond slowly is enormous. If a site is slow to load, it's possible that your hosting company has a problem on their end. It's also possible that your ISP is having a problem, or that a router is down, or that a DNS reload is happening at that moment, or that your ethernet card is chunking.
The point is that it could be a lot of different things. And most consumer level operating systems don't come with the kinds of tools that you need to figure it out accurately. Even if you do have the diagnostic tools available, sometimes you still can't tell.
I use, endorse, and like (mt) because I have found their technical support people to be the best I've come across. They know Linux, and they know their systems. Whenever we've had trouble here at NT, I've gotten correct answers and fixes for our problems.
Any ISP is going to occasionally have a problem of some sort. So for me, the most important thing is knowing that the people in charge of fixing those problems are top-notch.
