In the midwest (outside of Chicago), people right out of school making an hourly wage for design are getting somewhere between $12 and $30 per hour.
If you're only paying someone $20/hr right out of school, if they work full time that's over $40k per year. In this economy, and outside of major coastal towns, most junior designers who are paid a salary are making somewhere in the $35–40K range. So paying a junior around $20/hr is totally reasonable.
