The whole point (with exception to Shane) is that they are trying to hold on to decency and humanity in the world. The battle between Shane and Rick is basically this playing out (They don't make it subtle). Shane is the world that is, Rick (and Hershel really) are the world that was. They try to hold on and as a result people die and what was once the right or proper choice has now become irrelevant. Every time Rick makes what is the decent choice in a civilized world, someone dies.
