Try this.
Filter: Find edges.
Edit: Fade find edges and screen it about 40%
Duplicate layer 5 times. This bit's complicated so keep up.
Using the Hue selection Desaturate the first layer by -20 and give it -10 colour. Screen it at 15%
Repeat again with the second layer.
In the third layer go to colour select. Select all the white. Create a layer mask from this making all white transparent. Multiply 45%
In the 4th layer, repeat above but select all the blues and use the colour balance tool and remove the greens. Screen it by 25%
on the 5th layer you need to select yellow as your secondary colour and press Apple Delete. Overlay.Create a new adjustment layer/curves and maybe bring the top end in a bit.
Flatten your image. Duplicate the layer. Select effect neon glow. Multiply. Go mental.
Set this up as an action because you really will be using this a lot in future.
