Buy it from a shop in NJ and have it shipped to NYC. No tax.
iPhone 4S -> ATT or Verizon because Verizon doesn't support higher speed but Verizon over all has better coverage.
Verizon Fios - get this and get the Verizon iphone as well. Save on bundle.
